DM dominates the boards of CSI, which are now mere rubber stamps
No board meetings occur; papers are brought by for members to sign
DM removes/selects board members using signed, undated resignations kept by him
DM, not the boards, appoints and removes officers; DM, not ED Int, runs CSI, including ethics & justice over Scientology members/groups 
DM has isolated, fired or intimidated many top Scientology
executives -- G. Leserve; 75 year old Heber Jentzsch; Flag's Debbie
Cook; and many others -- after decades of service to the Sea Org
International Association of Scientologists (IAS)
Religious Technology Center (RTC)
DM single-handedly runs RTC, not the boards as LRH set it up
No board meetings occur; papers are brought by for members to sign
DM removes/selects board members using signed, undated resignations kept by him
DM appoints and removes officers and manages the activities of RTC
Church of Spiritual Technology (CST)
DM removes/selects trustees and  general directors using signed,
undated resignations kept by him
Trustees not allowed to regularly train and receive services, as required by LRH in CST bylaws
No trustees or general directors have received hatting as such or   even been given its bylaws to read
No board meetings occur; staff of OSA Legal merely brings by papers  to sign (not to read and approve or disapprove)
DM appoints and removes officers and manages the activities of CST

Under LRH's plan of separation of powers and checks and balances, financial integrity is easily ensured, private benefit and dictatorial control nearly impossible
E.g., CSI resources are used to raise funds for IAS, but CSI directors cannot ensure that funds diverted from CSI to IAS are not used to privately benefit individuals, including DM himself, as some former members allege occurs
LRH gave CST, RTC & CSI boards a special duty to ensure no private benefit of church assets occur * -- an impossible task as structured
This creates a dangerous situation for nonprofit organizations, putting in jeopardy their tax-exempt status, compromising financial integrity
Finance personnel posted & frequently removed by DM, leaving no one else knowledgeable of the overall financial scene of Scientology entities
